I remember reading about this in the past couple years and thinking it was something new, but then I came across rod-bolt-stretch specs in my "How To Rebuild Your Small Block Chevy" book, which overall is fairly old.
It makes sense, although it's a little tough to wrap your head around the idea that your bolts are stretching -- those same bolts that you are trusting to hold your engine together at 6000 RPM!

Any time you can actually measure something, anything, via an indicator, beats the torque wrench.
Although, I've never used a bolt stretch gage, in any of my rebuilds....
