I got the headlight actuator relay and installed it. With the hood up, both lights work as expected, yay! But when I closed the hood, now the passenger side is hitting something and not able to fully open. Hopefully just an easy adjustment, but it seems odd.

I finished the passenger side headlight today and got it back in the car. It works good now. I have the headlight actuator on order from ebay. I was hoping it would be here this weekend. Once that is in, the headlights should be 100%.

A little progress tonight. I applied 12v directly to the headlight motor, and it works. And it moves exactly like it should.

So I guess there is a headlight actuator relay thing mounted right in front of the left front wheel. It sends the power to both sides individually. Might have to replace ...
